随着计划经济向市场经济的转变,乡镇卫生院的基本职能及运行机制发生了较大变化,原有单纯为群众提供防病治病服务模式正在向卫生监督法制化、卫生服务社区化、医疗服务市场化的模式转变.为适应全国卫生体制改革,若将乡镇成立卫生监督管理所,作为县级卫生行政部门派出机构,既可与乡镇政府机构配套,也便于乡镇各职能部门相互联系.明确公共卫生监督管理职能,彻底解决乡镇卫生监督中存在的问题.
