《乡镇论坛》2005年12月上半月刊《话说离任村干部养老难》一文提出的问题确实是农村村组干部的心头之痛。由于没有解决村组干部的养老问题,一些在职干部也无心干本职工作,整天考虑的是任后事。有的人占着公共的位子,干着自己的私事,利用职务之便,赚自己的票子。一些条件稍好的村,一旦有了钱就被少数村组干部拿去投大额养老保险,超标准享受养老金,严重影响了干群关系。由于无解决他们后顾之忧的方法,所以查处起来也无章可循。干群之间、村与村之间、现任与离任之间矛盾不断,严重影响基层的稳定与发展。
