1历史的见证,实践的检验2007年2月1日,在国务院国有资产监督管理委员会、财政部两家联合署名发布的《企业国有产权转让管理暂行办法》(以下简称:3号令)实施3周年之际,我在《上海国资》发表了一篇题为《历史的见证,实践的检验----3号令指导中国产权市场健康发展》的文章。该文以3号令实施3周年,国家快速的建立企业国有产权转让市场化秩序,推动了产权市场恢复性建设,产权市场发生的变化情况为背景,论述了对3号令指导中国产权市场健康发展的评价。2014年2月1日是3号令实施十周年纪念日。距离我发表的前文已有7年时间。3号令是否产生了“指导中国产权市场健康发展”的法规效应?
