For more than 40 years since the founding of the People’s Republic of China, great achievements have been made in the irrigation of farmland in our country. The irrigated area increased from 240 million mu in 1949 to 720 million mu in 1988. On the irrigated area, which accounts for 48% of the country’s total arable land, foodstuffs which make up nearly two thirds of the total output have been produced. According to the estimates of relevant departments, the total annual water consumption in the country is about 476.7 billion cubic meters, of which agricultural water is 416.5 billion cubic meters, accounting for 88% of the total water consumption
