Earlier this year, three people who had received blood products from UB Blood Company in Koblenz, Germany, were found to be carriers of HIV. In October, the German congressional investigation found that some of the company’s blood was sold without HIV tests. The German authorities seized UB’s company and arrested the company’s manager in violation of the drug control law, ignoring human health and deception. Kleist and his partner, Mr. Berndz, and two employees, the third employee, acknowledged during the subpoena that the company had mixed the blood and tested it to “dilute” it might have HIV, in order to save costs. After this scandal broke out, the whole of Germany caused a sensation. The telephone lines of German local health bureaus and clinics were full. People asked whether they needed to enter because they had lost blood.
