农业、农村和农民问题，被大家称作“三农”问题，这个话题虽不新鲜，但却沉重。1999年，温铁军先生在《读书》杂志上发表了《“三农”问题: 世纪末的反思》; 在另一时间，陆学艺先生在同一杂志上发表了《走出“城乡分治，一国两策”的困境》; 南方某杂志干脆策划了《“三农”问题挑战中国》的一组报道。朱基总理在《关于国民经济和社会发展的第十个五年计划纲要的报告》中明确指出，农业、农村和农民问题是关系改革开放和现代化建设全局的重大问题，“十五”期间要把全面贯彻党在农村的基本政策，加强农业基础地位和增加农民收入，作为经济工作的首要任务。“三农”问题再次成为社会广泛关注的焦点和热点问题。我们的改革进入了攻坚阶段，一些问题已无法回避并不能再拖延。我们凭着强烈的社会责任感，勇担道义，领导出题目，编辑组文章，集中关注“三农”问题、城市化问题、社会保障问题、教育改革问题、人口老龄化等焦点、热点、难点问题。我们相信办法总比困难多。从各地的实践来看，反包倒租、土地信托等形式颇受欢迎; 刘善壁主张土地经营权入股，厉以宁鼓吹试行“股田制”; 有的指出五大体制妨碍农民增收，有的呼吁要让农民通过劳动能挣钱; 许多专家、学者纷纷献计献策。希望《中国统计》的广大作?
