社会科学研究成果评价是社会科学科研管理的重要环节,也是社会科学科研管理的一个难题。改革开放以来,特别是近年来在党中央的高度重视下,哲学社会科学得到了迅猛发展,社会科学成果评价的目标、功能、任务正在发生深刻的变化。随着学科的渗透、交叉与融合的不断加强,对哲学社会科学成果的评价越来越要求从重数量向重质量、从重过程向重结果、从重静态评估向重动态评估转变。由于社会科学研究成果的预测性和超前性、社会效益的滞后性、实践检验的不普遍性和间接性,它与自然科学研究成果在评价的客观性方面存在着较大差异。如何确保社会科学研究成果评价的客观性、有效性、公正性以及操作的简便性,并以此为契机形成一个科学、健康的科研导向,一直是广大社会科学管理工作者十分重视的问题,建立一个科学、合理的社会科学研究成果评价的标准是科研管理创新的一个不懈的课题。社会科学研究成果评价应遵循以下几条基本原则:
