各市縣旗長: 麥收即到,小麦种選工作街未展開,今年選種工作的好壤,是直接影響明年生產的,同時選種當中,更重要的问题,就是拔净‘烏麥’。今年‘烏麥’的大量發生,實達驚人之数字。据调查安達五千零九九垧小麥,二分之二以上發生了‘烏麥’,其中被害率最嚴重的百分之七十的就佔小麥總面積百分之二十,被害率百分之三十的佔小麥總面积百分之六十,被害率百分之二十和沒有被害的估小麥總面積百分之二十;另外克山被害率最嚴重的亦有百分之七十者;泰安平均被害率亦有百分之三十五等嚴重发生情形。這不但直接減低了今年小麥產量,如今年還不很好的拔淨‘烏麥’對來年產量勢必减低。為此,我們要求縣、區领导上重視這一問題,溧入動員,說服群眾,配合選種,堅决拔淨‘烏麥’,給明年小麥增產創設一個良好條件。一九五○年七月十七日
