乡镇企业自筹资金、自购原料、自寻技术、自销产品，使市场不断发展、健全。仅１０多年时间，乡镇企业一跃而为国民经济的＂半壁江山＂。它以工补农、以工建农，促进了城镇建设，缩小了城乡差别，发展了我国社会主义市场经济机制。本文探讨如何借鉴乡镇企业的社会主义市场运行机制，搞活水利综合经营。
Self-financing of township enterprises, since the purchase of raw materials, find their own technology, self-marketing products, the market continues to develop and improve. Only 10 years time, township enterprises jumped for the “half of the national economy.” It compensates the peasants with industry, builds agriculture by work, promotes urban construction, narrows the difference between urban and rural areas, and develops the socialist market economic mechanism in our country. This article explores how to use the socialist market operation mechanism of township enterprises for invigorating the integrated water management.
