图书馆的历史神圣使命就是开展全民阅读。图书馆应积极面向社会开放,以吸引公民来图书馆进行阅读,使图书馆在全民阅读中发挥带头作用。网络化现已和这个世界息息相关,导致国民在图书馆里的阅读率不断下降。图书馆的教育性、公益性、服务性职能,从而决定了它可以提高人民的知识层面。图书馆在建造学习型的社会上发挥着主体作用,这将对推动全民阅读也发挥着其主观能动性的作用。
The sacred mission of the library is to carry out universal reading. The library should be open to the public actively in order to attract citizens to read in the library and make the library take the lead in reading for all. Networking is now closely linked to the world, leading to declining reading rates among citizens in the library. The educational, public welfare and service functions of the library have determined that it can raise people’s knowledge level. Libraries play a dominant role in building a learning society, which will also play a role in promoting the reading of the whole nation.
