毛泽东、邓小平、江泽民三代领导核心依据不同的历史条件,对社会主义国家的对外开放问题作了不同程度的理论思考和实践探索,形成了完整的理论。毛泽东提出了对外开放的指导思想、范围和方式;初具全面对外开放的思想;提出了具体的对外开放方式。邓小平提出现代世界是开放的世界的论断;提出了对外开放是长期持久的政策;强调对外开放要分地区、分阶段、分层次梯度推进。江泽民提出了全方位开放的思想;把对外开放提升到“基本国策”的高度;强调“走出去”的对外开放战略。
Based on different historical conditions, the leadership cores of Mao Zedong, Deng Xiaoping and Jiang Zemin in the past three generations made theoretical and practical exploration on the opening-up to the outside world of socialist countries in varying degrees and formed a complete theory. Mao Zedong put forward the guiding ideology, scope and mode of opening up to the outside world, took the idea of opening to the outside world in its entirety and put forward specific ways of opening up to the outside world. Deng Xiaoping put forward the thesis that the modern world is an open world. He proposed that the policy of opening to the outside world should be long-term and long-term policy. He stressed that the opening up to the outside world should be promoted in different regions and at different levels and stages. Jiang Zemin proposed the idea of omni-directional opening up to the height of “basic national policy” for opening up to the outside world and emphasized the strategy of “opening to the outside world” for opening to the outside world.
