“劳动保护”一词是恩格斯在其《十小时工作制问题》中最先提出的,二战后被苏欧一些国家普遍采用,新中国成立前夕开始流行于陕北、东北等革命根据地。它是针对生产劳动过程中存在的各种不安全因素和潜在职业危害,要求人们采取有效措施,保护劳动者的安全与健康。西方国家和国际劳工组织(ILO)则称劳动保护为“职业安全与卫生”。
The term “labor protection” was first proposed by Engels in his “Ten-Hour Work System” and was adopted by some countries in the Soviet Union after World War II. The essay on the eve of the founding of New China began to flourish in such revolutionary bases as northern Shaanxi and northeast China. It is aimed at various unsafe factors and potential occupational hazards that exist in the process of production and requires people to take effective measures to protect the safety and health of workers. Western countries and the International Labor Organization (ILO) claim labor protection as “occupational safety and health”.
