近年来,农村的“会荒”问题日趋严重,有的村一年召开一两次群众大会,个别村三五年不召开一次群众大会。村干部传达党的方针政策、上级有关部门指示,全靠广播喇叭、标语和板报。即使每年召开一两次党员、村民代表会,也要付以报酬,抵顶义务工。群众称这样的村干部是“喇叭干部”。由于长时间不开群众大会,党员和村民对上级指示精神道听途说,甚至发生误解。群众对村干部工作不理解、不支持,干群关系日趋紧张。“会荒”还
