湖南省娄衡高速公路建设开发有限公司湖南省娄衡高速公路总监办公室娄衡高速公路为湖南省“五纵七横”高速公路网规划中的益娄衡高速公路的南段,是湘中地区连接益阳、娄底、衡阳三市的一条南北向的高速通道。项目起自娄底市双峰县长冲村,止于祁东县归阳镇,主线按双向四车道高速公路标准建设,设计时速为100公里,路基宽度26米。设服务区2处、收费站7处。主线全长116.9公里。另建连接线7条,共长42.8公里。总工期为四年。
