如何使广大老年人能够共享改革发展的成 果,真正体现社会进步与公平,仅靠办社会福 机构是远远不够的。“星光计划”的推出,为 国最佳养老方式——居家养老、社区照料提 供了一个制度化的支持手段和载体。华中腹地 ——湖北紧紧抓住这一机遇,倾力构筑社区老 福利服务网络。 2001年9月,湖北省首批“星光计划”在 省会武汉、老工业城市黄石率先启动,共建成 216个项目;2002年6月,第二批“星光计划” 扩展到其它市州;2003年5月,第二批“星光 计划”总投资达到2.59亿元,其中财政投资 4496万元、街道投入2908万元、社区投入8034 万元,福利金投入3724万元,其他投入6738万 元,建成项目1068个,超出原计划615个的73. 6％。至此,湖北的“星光老年之家”总计达到 了1329个,现已全部挂牌服务。
