本文楠溪江渔业管理政策在过去30年里经历了自由放任、分段承包、整江承包以及统一分段承包四次大的变迁,并对这一制度变迁进行详细分析。主要结论是产权明晰带来的监管成本显著下降是统一分配承包制取得成功的关键因素,并希望通过分析制度的变化揭示在公共资源管理过程中明晰产权以及建立利益均沾的集体行动机制的重要性。
In this article, Nanxi River fishery management policy has undergone four major changes in laissez-faire, sub-contracting, whole-river contracting and unified sub-contracting over the past 30 years, and a detailed analysis of this institutional change has taken place. The main conclusion is that the significant reduction of regulatory costs brought by the clarity of property rights is the key factor for the success of the unified distribution system. We hope that the changes in the analysis system will reveal the importance of clarifying property rights in public resource management and establishing a collective interest mechanism .
