“民转刑”这个概念人们并不陌生,可是现在有部分基层干部把杜绝“民转刑”强调到极端,产生了“刑转民”现象,主要有以下几方面的表现: 一是少数农村基层干部和群众法制观念淡薄,搞不清刑事案件与民事纠纷的区别;也有一些受害者或出于对法律常识的无知,或出于某种压力,得到一些赔偿费后也就省事无事,把委屈强压心底。
