技术引进与技术创新都是获得先进技术的手段,创新与引进,既可以相互代替,也可以互相补充。国际经验和我国自身经验都表明,忽视技术引进,搞闭门造车式的独创,在时间和成本上都是不合算的;而忽视技术创新,过度依赖引进,又会使科技发展陷入引进—落后—再引进的怪圈。如何采取正确的技术发展战略,处理好技术引进和自主创新的关系,对实现跨越式发展和小康目标意义重大。虽然过去20年中国科技实力得到明显的提高,但技术引进与技术创新中亟待解决的问题仍不可忽视,有的甚至还相当严重。因此我们必须改进技术引进,并且要注重提高自主创新能力。

Some are even rather serious. Therefore, we must improve the introduction of technology and pay attention to improving the capability of independent innovation.
