党的十八届三中全会明确将现代化的治理体系和国家治理能力作为根本的深化改革目标,也将治理真正上升到国家战略的层次。这是一次对中国特色现代化管理理论和实践的重大突破,从国家理论的角度重新审视了国家本质以及国家职能的观点,从而为我国国家治理体系的现代化提供了基础。为此我们将简要论述现代化发展下马克思主义国家理论和国家治理的内涵。
The Third Plenary Session of the 18th CPC Central Committee clearly defined the modern governance system and state governance capability as the fundamental goal of deepening reform and also brought governance really to the level of the national strategy. This is a major breakthrough in the theory and practice of modern management with Chinese characteristics. From the perspective of state theory, we have re-examined the viewpoints of the nature of the state and the functions of the state, thus providing the basis for the modernization of the state governing system in our country. To this end, we will briefly discuss the connotation of Marxist state theory and state governance under the modernization drive.
