近年来,有些地方政府以减轻农民负担为由,把办得好端端的合作医疗给砍掉了。难道办合作医疗真的增加了农民负担吗?我们的回答是否定的。 自愿参加,互助互济是开办合作医疗的基本原则。但自愿参加并非自流,互助互济决非平均享用,既然办合作医疗是群众自愿参加的,怎能说是增加了农民负担呢?难道农民会自己给自己增加负担? 合作医疗向农民集资的经费是专款专用的,它纯属于取之于民用之于民。既然是农民自己的钱而用在农民自己身上,又怎能说成是增加了农民负担呢?
