推进国有企业改革,当前要着眼于转机建制,扭亏增盈,走“改制、改组、改造、改善”之路。 改制,就是积极探索建立现代企业制度。建立现代企业制度是一项系统工程,需要作大量的工作。首先,要抓好基础工作。包括清产核资,界定产权,落实《企业法》和《条例》等。其次,要抓好试点工作。向现代企业制度迈进,没有固定模式,各地要根据实际情况,积极探索。南平市作为全省的试点城市,要用好政策,大胆地试,加大改制的力度、深度和广度,加快进度,为全省创造经验,探索路子。第三,要抓好配套工作。重点是健全社会保障体系、建立国有资产管理体系,转变政府职能,完善宏观调
