嵩县位于豫西伏牛山区,总面积3008km2,辖区内共16个乡镇,318个行政村,总人口54.6万。县内山高坡陡,沟壑纵横,尤其是浅山丘陵区人口密度教大,水土流失严重,且一直是全国贫困县之一。近年来,该县紧紧抓住国家不断加大扶贫开发力度的难得机遇,坚持以科学发展观为指导,立足于自身的资源优势,实施“工业强县、旅游带动、科教兴嵩”和“项目、引资双带动”战略,使县域经济得到了快速发展。同时,
