华北粮食局(54)粮储仓字第六七六号指示:「在现有普查整晒的基础上进一步做好粮食保管工作」。各地粮食普查、排队、处理危险粮工作截止四月二十日已告一段落。据各专、市总结报告,还存在着问题,尚有不少半安全粮及部分危险粮。必须进一步深入覆查、处理彻底, 杜绝后患。还有个别地区检查不够确实,应翻倒的尚未及时翻倒,霉变续有发现,应及时整理的尚未整理,仓虫已开始活动繁殖,危害相当严重。根据以上情况,又时值天暖,粮温上升,仓虫复活,雨季来临,如保管不好,必然遭受更大损失。因此,处理不安全粮防止继续虫霉,仍为当前之紧急任务。故各地必须依靠党政领导,提高干部认识,发扬高度爱护国家财产的精神,防止麻痹思想,必须以经常紧张艰苦的工作,抓紧目前有利时机,使全部粮食在小满前达到安全标准,给今年夏秋两季的粮食保管打下良好基础。为此,特提出以下几点意见,希研究执行:
