第一条:为贯彻《中共中央、国务院关于加速科技进步的决定》,全面落实“科学技术是第一生产力”的指导思想,认真实施“科教兴吐”战略,充分调动企业科技人员的创造性和积极性,发挥科技人员在生产管理工作中的重大作用,提高企业技术水平,壮大企业经济实力,更好地为吐鲁番经济建设服务,根据《企业法》、《转机条例》和《科学技术进步奖励条例》,并结合我地区实际,特制定本办法。
