在美国看来,“自由民主”既是其核心价值观,也是“普世性”的价值观念。美国的“普世价值”战略奠定了美国政治制度以及建立其基础之上的美国内政、外交政策的“合法性”、“正确性”基调。推广“普世价值”有助于实现美国的全球战略,强化其国际地位,并且充当其全球战略和外交政策中的霸权主义政策辩护的角色,还有利于增强美国在世界政治中的软实力以及推行意识形态外交、推进美式民主的战略目标。可以预见,未来美国将进一步强化“普世价值”在其全球战略中的作用、角色以及推广力度。
