随着地方促进经济社会发展的步伐加快,地方政府债务规模也进一步扩大,债务风险日益增长,已经引起了社会各界的广泛关注。对于如何防范和化解因地方政府债务带来的财政风险,从中央到地方、各级各部门,尤其是财政部门进行了不少研究和探索。通过编制地方政府性债务预算,将政府债务收支纳入预算管理,是加强政府债务管理和防范地方政府债务风险的有效途径之一。政策支持从我国经济发展水平、政府性债务的现状和资产与负债的相互关系看,目前我国政府性债务风险总体可控,但有的地方也存在一定的风险隐患,如不采取治理措施,局部地区风险有可能成为经济社会持续健康发展的隐患。2014年8月31日经第十二届全国人民
