公安机关要借鉴现代企业管理经验,建立科学、系统、高效、规范的执法管理体系。首先,要明确推进执法规范化建设的目的,及时解决执法突出问题,处理好管理规范和提高效率的关系;其次公安执法应努力做到实体有标准、程序有规范、语言动作有范本;再次,公安执法管理要增强制度的执行力。
Public security organs should learn from the experience of modern enterprise management and establish a scientific, systematic, efficient and standardized law enforcement management system. First of all, it is necessary to clearly promote the purpose of standardizing law enforcement, promptly solve prominent problems in law enforcement, deal with the relationship between management practices and efficiency, and secondly, public security enforcement should strive to achieve standards for entities, norms for procedures and models for language movements. Thirdly, Law enforcement management should enhance the implementation of the system.
