2000年前水利发展的战略目标和任务为:①以充分发挥现有水利工程和水资源的作用为核心,加强水利固定资产管理,巩固改造现有工程设施。②以加强江河治理为目标,提高江河防洪能力,保障社会安全,进行水资源综合利用与开发(包括灌溉、除涝、发电、供水、航运、水产等目标开发).③以创造农业增产条件为目标,大力进行农田水利基本建设,发展灌排事业和水土保持工作。④以解决华北水资源紧缺问题为中心,缓解水资源紧张状况,解除在一些地区水源供应成为社会、经济发展限制条件的问题;同时要抓好水源保护工作,防止水质继续污染。
