一、积极推进乡镇企业由量的扩张向质的提高转变,是实现跨世纪发展的必然选择,是应对市场经济激烈竞争的客观需要。改革开放以来,浙江乡镇企业抓住三次发展机遇,实现了三次跳跃,目前正处在由工业化初期向工业化中期转换的新阶段,进入由粗放扩张型向质量效益型转变的历史新时期。从国内宏观经济发展趋势看,随着买方市场形成和生产过剩出现,结构性、素质性矛盾已成为制约经济发展的主要因素,市场支配生产要素配置的作用愈加明显;国际国内两个市场、两种资源的融合已达到相当程度,经济发展的对外依存度不断提高;调整结构、产业重组、大力发展高新技术产业渐成趋势。
