一根据中央人民政府政务院关于新解放区土地改革及征收公粮的指示,我华东地区(台湾除外)应在今阴雨年之内完成土地改革的任务。今年秋收后,鲁、苏、皖、浙四省新区及福建部份地区,凡土地改革准备工作业已完成、羣众觉悟与组织已达应有水平之地区,即开始进行分配土地。在以上各省,届时如有某些地区准备工作仍不充足、群众的觉悟与纽织仍不充分或有土匪骚扰者,亦得由各省、各行政区人民政府决定在一九五○年秋收之后仍不分配土地,待一九五一年秋收梭再行分配土地。
