农民当前最大的需求是增收,其次是对公路、通信等基础设施的需求,最后是医疗、养老方面的需求。笔者对于基层政权的结构调整和职能转变以及实施中应注意的问题提出自己的一些建议。
The greatest demand of peasants is to increase incomes, followed by the demand for infrastructure such as highways and telecommunications, and finally the demand for medical and pension services. The author puts forward some suggestions for the structural adjustment and function transformation of the grass-roots political power and the problems that should be noticed in the implementation.
