提高教学質量与減輕学生課業負担是統一的。因为教学質量提高了,教師講的清楚、透澈了,学生才能真正領会和消化教材,他們的課業負担才能减輕;同時,学生的課業負担減輕了,就有較充分的時間複習功課、思考問題、独立完成作業,也就为進一步獲得新知識创造有利条件。提高教学質量、减輕学生的課業負担,与貫徹全面發展的教育方針有着密切的關係。提高教学質量,就是要更好地傳授給学生系統的科学知識,培养学生辯証唯物主义世界观的基礎和共產主义品德,發展学生的智力以及教給学生生產过程的基本原理和初步的生產技能;課業負担减輕了,学生就有時間閱讀書
