关于财政方面的状况我要向此次政府委员会报告的第一个问题,是关于财政方面的状况。去年十二月二日第四次中央人民政府委员会会议通过一九五零年国家财政概算之后,四个月来,国家的财政情况已有好转。秋征公粮百分之七十多已经入仓,除西南地区,因解放较迟正在征收外,全国各地已经最大部分征起。去年解放较早的地区,税收亦在逐步增加。今年第一期公债,截至目前止,已实收百分之七十二。目前公教人员的编制正在制定,全国军政公教人员的总数,术未超过概算所列的数字,并且还可能酌量减少。四个月来,中央人民政府有关财经各部门开过许多专业会议,进一步规定
