The reform of state-owned enterprises is the key and difficult point in the reform of China’s economic system. It has not made substantial breakthroughs in more than 10 years. One of the important reasons is that while innovating the enterprise system and ignoring management innovation, traditional enterprise management has become a major obstacle to deepening the reform of state-owned enterprises. The key to deepening the reform of state-owned enterprises lies in the way in which business management is operated from production and management to capital management.
