胡锦涛同志在中央党校省部级干部进修班讲话中鲜明提出了四个“坚定不移”的新要求。其中明确指出:科学发展,社会和谐,是发展中国特色社会主义的基本要求,是实现经济社会又好又快发展的内在需要,必须坚定不移地加以落实。科学发展,社会和谐,反映了建设富强民主文明和谐的社会主义现代化国家的内在要求,体现了全党全国各族人民的共同愿望,联系我们的工作实际,就是要坚持以人为本、科学发展管理理念,全面推进和谐铁路建设。
