本文从人口老龄化的时代背景出发,阐述了老年住房政策的重要性,提出了将老年住房政策视为民生建设的观点。在总结了西方发达国家老年住房政策经验的基础上提出了在我国老年住房开发过程中应由政府、市场、老年人三方共同出资,风险和责任共担,并论述了我国老年住房的四种类型。
Based on the age background of population aging, this paper expounds the importance of housing policy for the elderly and puts forward the view that housing policy for the elderly should be regarded as the livelihood construction. On the basis of summing up the experience of the elderly housing policy in the developed countries in western countries, this paper puts forward that in the process of developing the housing for the aged in our country, the three parties such as the government, the market and the elderly jointly co-finance the risk and responsibility, and discuss the four types of the aged housing in our country .
