中国出版业改革到了攻坚阶段,因为阻碍出版业进一步发展的是体制问题,特别是投融资体制问题。这需要进一步深化改革,扩大开放的力度,通过资本经营,将中国出版业引领出难关,而资本经营中最为关键的就是对系统外国有资本的开放及政策的把握,这涉及到体制的大变动。有人说,在改革开放的中国,每一板块的松动都意味着巨额利润的释放,此话不无道理。这一方面说明了新的机制能解放生产力,另一方面也意味着关系到利益的重新分配。更为主要的是,出版改革不是纯经济性的事情,而是涉及到文化层面上的东西,因此,政治的、民族的、宗教的、历史的方方面面问题均须考虑到,也要照顾到人们社会心理的承受能力。因此,出版领域的改革深化到资本运作阶段,须谨慎操作。笔者建议,出版领域的开放或资本经营,不妨本着循序渐进、梯度开放的原则来进行。
The reform of publishing industry in China has reached a crucial stage because the problems hindering the further development of the publishing industry are institutional issues, especially the investment and financing system. This requires further deepening of reform and opening up to the outside world. Through capital operation, China’s publishing industry leads the storm. The most crucial issue in capital management is the opening up of foreign capital to the system and its policy. This involves major changes in the system . Some people say that in China’s reform and opening up, the loosening of each sector means the release of huge profits. On the one hand, it shows that the new mechanism can liberate the productive forces and on the other hand it means the redistribution of interests. More importantly, publishing reform is not a matter of pure economy. It involves things on the cultural level. Therefore, all aspects of politics, ethnicity, religion and history must be taken into consideration and people should be taken care of Social psychology ability to bear. Therefore, the reform in the field of publishing has deepened to capital operation and must be handled with caution. The author suggests that the open field of publishing or capital management, may be based on step by step, the principle of open gradient to carry out.
