为适应外向型经济发展的要求,以及在贯彻沿海地区发展战略中进一步发挥特区的功能,经济特区建设当前应重视研究和解决以下的一些问题: (一)提高经济效益问题外向型经济的发展,必须要求带来经济效益,只有这样,才有生命力,也才能为沿海经济的振兴,发挥促进作用。目前无论是“三资”企业或旅游业或“来料加工”业,都存在经济效益作用不显著以及有关部门对此重视不够的问题。
