为逐步推进铁路健康教育向制度化管理、规范化指导、程序化监督的深层次发展,铁路健康教育中心与郑州铁路局中心卫生防疫站于1995年8月对路内226个站、段单位的健康教育现状进行了调查。结果表明,健康教育与基层的安全、职教、计生、工会、文化生活等工作结合的可行性是存在的。现行的基层健教工作缺少标准、制度化管理,有关健教文件在基层接收率偏低、行政领导的干预、参与意识薄弱是影响其发展的重要因素。建立兼职的健康教育领导小组,设专、兼职健教宣传员是铁路开展模拟社区健康教育的主要组织形式。
