1院长授权批准制度的由来中国医大盛京医院是一所特等三甲大型医院,拥有在职职工4200人,开放床位3400张,设有医疗、医技科室77个,年业务支出19亿元。每年支出票据几万张。在院长负责制的领导体制下和一支笔批钱的制度下院长的大部分工作时间陷于批钱过程中,而且有些支出要通过经办人、科长、主管副院长、终极审批的院长,过多的审批环节,复杂的工作程序,往往贻误了时间,影响了正常工作的开展。
