本文依据课题组对2个省的省军区、国防动员委员会及卫生厅等相关部门历时近一个月的调研,研究分析了影响地方医院平转战工作中的法律保证、动员潜力调查、动员机构人员、动员机制和动员信息化程度等方面的制约因素,在此基础上,提出了做好地方医院平转战工作的措施和建议。
Based on the investigation of the provincial military region, the National Defense Mobilization Committee and the Health Department of the two provinces for nearly a month, this paper studied and analyzed the legal guarantees, mobilization potential surveys, and mobilization of institutional personnel in the transitional warfare work of local hospitals. On the basis of these constraints on mobilization mechanisms and mobilization of informatization, measures and recommendations for doing a good job in the transformation of local hospitals are proposed.
