日前,梅州市劳动预备制度实施方案经市政府批准正式出台。《方案》要求,全市城镇初、高中毕业不能升上更高一级学校并有就业愿望的青年要参加1至3年职业培训及相关教育,取得相应的职业资格后,在国家政策的指导和帮助下实现就业。同时,还要有计划、有步骤地组织农村初、高中毕业后,不能升上更高一级学校学习,并准备向非农业转移或进城务工的青年参加这一制度。《方案》分两步实施,第一步工作重点放在城镇适合参加劳动预备制度人员,从1999年9月1日起;城镇适合参加劳动预备制度人员在国家规定的
