伴随当前社区自治的兴起,社区治理过程中出现了与分权预期相背离的“新行政化”倾向,并表现出潜在化、项目化、间接化和结果导向等不同以往的典型特征。究其根源,“新行政化”问题的产生与计划经济时代行政体制的遗存,政府主导性的过度转移,社区治理评估的标准缺位等因素密切相关。“新行政化”问题的存在已经对社区治理成效,社区社会组织成长以及居民社区意识的培养产生了消极影响。而通过真正转变治理理念,正确定位各参与主体的关系,协商建立治理规则,将成为超越“新行政化”问题的关键举措。
With the rise of current community autonomy, there appears a tendency of “new administration” deviating from decentralization expectation in the process of community governance and shows typical features different from the past, such as potentialization, project orientation, indirectness and result orientation. The root causes of the emergence of the “new administration” issue are closely related to the legacy of the administrative system in the era of planned economy, the excessive transfer of government and the lack of standard in community governance assessment. The existence of the issue of “new administration” has had a negative impact on the effectiveness of community governance, the growth of community social organizations and the cultivation of residents’ community awareness. However, by truly changing the concept of governance, correctly positioning the relations among the participating parties and negotiating and establishing the governing rules, it will become the key measure to go beyond the issue of “new administration”.
