商业贿赂是指经营者以排斥竞争对手为目的,为使自己在销售或购买商品或提供服务等业务活动中获得利益,而采取的向交易相对人及其职员或其代理人提供或许诺提供某种利益,从而实现交易的不正当竞争行为。上海消防部队此次召开的加强党风廉政建设暨治理商业贿赂专项工作会议主要目标是通过对商业贿赂等不正当交易行为集中开展自查自纠,使全体官兵普遍受到一次廉洁从警教育,错误观念、不正之风和不正当交易行为得到纠正;部队工程建设、业务软件开发、装备物资采购、空余房地产租赁、闲置营产装备处理等工作以及消防行政审批、执法监督行为进一步规范,各级干部拒腐防变和严格公正执法能力明显增强;切实抓住商业贿赂案件线索,查处违法违纪行为;清除害群之马;针对体制、机制、制度和管理上存在的弊端及薄弱环节,提出改革创新的意见,建立健全防治商业贿赂的长效机制。
