1984年以来,我国开始建立和实行居民身份证制度。实施18年来,全国累计制发居民身份证13亿个,实有持证人近9亿人。居民身份证在便利公民参加政治、经济、文化、社会活动,保障公民合法权益,加强国家行政管理,维护社会秩序,促进社会主义现代化建设等方面都发挥了重要作用。为加强社会管理和身份认证,1997年国务院决定,社会保障号码(现更名公民身份号码)使用IC卡,公安部开始了新一代居民身份证的研制开发工作。2001年6月,国务院
Since 1984, our country has started to establish and implement a resident identity card system. In the 18 years since its implementation, a total of 1.3 billion identity cards have been issued nationwide, with nearly 900 million actual certificate holders.
