环境邻避冲突的实质是政府、企业和公众三方利益主体之间的利益博弈。本文以环境邻避冲突的典型案例——厦门PX项目事件为例,对事件中厦门市政府、PX项目企业以及公众三方主体的利益诉求与博弈方式进行梳理,对比该事件恶性互动与良性互动的两个过程,揭示出当前环境邻避冲突的原因:厦门市政府“唯GDP”的发展观、PX项目企业缺乏与周边居民的沟通、公众缺乏正确的意见表达渠道。在此分析的基础上提出解决环境邻避冲突的对策建议。
The essence of environmental conflict avoidance is the gambling of interest among the tripartite stakeholders of the government, enterprises and the public. Taking Xiamen PX Project as an example, this paper combs the interest demands and game modes of Xiamen Municipal Government, PX Project Enterprise and the public tripartite subjects in the incident. By comparing the vicious interaction and benign interaction of the incident The two processes reveal the reasons for the current environment to avoid conflicts: the development concept of Xiamen Municipal Government and “only GDP”, the lack of communication between PX project enterprises and the surrounding residents, and the lack of proper opinion expression channels in the public. On the basis of this analysis, we put forward countermeasures and suggestions on how to resolve the conflicts and avoid conflicts in the environment.
