中国历次行政体制改革忽视了行政文化层面的创新与变迁,最终使得行政改革只能浅尝辄止,无法深化。因此,将行政文化作为切入点,逐步实现行政文化的现代转型是决定中国行政改革成败的关键因素。中国的传统行政文化既有其积极因素,也存在着消极影响,只有对其进行创造性的转化与变革,才能去伪存真、去粗存精,不断推动中国行政改革迈向更高的层次。从宏观的角度来看,中国行政文化的未来发展趋势主要包括以下几个方面: 第一,从伦理型的行政文化向法理型的行政文化转化。伦理型行政文化是与传统农业社会相适应的,在中国现代社会其主要表现为任人唯亲、“人情风”盛行,重德不重才等不正常的现象。然而,“当今中国市场经济的蓬勃兴起,恰为法理型行政文化的崛兴提供了契机,抽象的品德和修养必为具体的责任和才能所取代,道德自律机制在保存其合
In the past, the reform of administrative system in China ignored the innovation and changes in the administrative and cultural levels, which eventually led to the reform of the administrative system that could only be tried out and could not be deepened. Therefore, using administrative culture as an entry point and gradually realizing the modern transformation of administrative culture are the key factors that determine the success or failure of China’s administrative reform. China’s traditional administrative culture has both positive and negative influences. Only by creatively transforming and reforming it, can China’s administrative reform move towards a higher level through extricating itself from falsehood, crudeness and refinement. From a macro point of view, the future development trend of China’s administrative culture mainly includes the following aspects: First, from the ethical administrative culture to legal administrative culture transformation. Ethical administrative culture is compatible with the traditional agricultural society. In modern China, its main manifestation is the abnormal phenomenon of cronyism, prevalence of human sentiment and heavy ethics. However, "the thriving market economy in China today provides an opportunity for the rise of legal-type administrative culture. Abstract morality and self-cultivation must be replaced by specific responsibilities and talents.
