问责、透明和廉政是民主体制和民主进程的本质因素。问责和透明又是建设廉洁政府、打击腐败的重要因素。本文通过对廉政、问责、透明和腐败等概念的分析,对腐败的表现形式、数量、引起腐败的原因,以及腐败对民主政治和改革、经济和社会发展的影响,作了系统的探讨,也为打击腐败和分析政策改革的核心问题提供了一些有用的案例研究。
Accountability, transparency and integrity are the essential elements of democratic institutions and democratic processes. Accountability and transparency are also important elements in building a clean government and fighting corruption. Through the analysis of the concepts of integrity, accountability, transparency and corruption, this article systematically explores the manifestations and quantity of corruption, the causes of corruption and the impact of corruption on democracy and reform, economic and social development, It also provided some useful case studies for combating corruption and analyzing the core issues of policy reform.
