科学发展观为新时期中国的发展指明了方向,其涉及到经济、政治、社会发展的方方面面,不仅有生产力和经济基础的问题,也有生产关系和上层建筑的问题。不仅是经济发展的指路灯,而且具有很强的政治取向。科学发展观是我们党执政理念的一个飞跃,它包含着全新的内容和崭新的理念,同时与宪法、宪政理念暗合相通,有很高程度的契合性。对我国未来宪政的发展而言,深刻理解把握科学发展观的内涵必将具有重要理论与实践意义。
The Scientific Outlook on Development has pointed out the direction for China’s development in the new era. It involves all aspects of economic, political and social development. It not only has the productive forces and economic foundations, but also the relations of production and the superstructure. It is not only an indicator of economic development, but also has a strong political orientation. The scientific concept of development is a leap forward in our party’s concept of governing.
