电子化政府是运用信息技术创新政府治理和服务的整合概念。其内涵在于建立一个虚拟政府,为公民提供方便、快捷、高质量的公共服务。电子化政府对于提高政府回应力、政府政策能力、政府效率,实现开放政府和责任政府,最终提高国家竞争力具有重要价值。因此,建构电子政府已经成为世界范围内政府再造的新趋势。电子化政府实现的前提和基础在于政府信息的公开、政府业务的电子化、政府服务的创新、以及信息技术与政府再造的整合等。
Electronic government is the use of information technology innovation governance and service integration concept. Its connotation lies in the establishment of a virtual government, to provide citizens with convenient, fast, high-quality public services. Electronic government is of great value to improve the government's response, government policy ability, government efficiency, open government and responsible government, and eventually improve the national competitiveness. Therefore, building e-government has become a new trend of re-creating the government in the world. The premise and basis for the realization of electronic government lie in the disclosure of government information, the electronicization of government business, the innovation of government services, and the integration of information technology and government reengineering.
